Sheff Wed Confronts Serious Challenges, Says Independent Regulator

'We will play a key role in football's future' - newly appointed regulator the regulator's chair

The team's current difficulties are seen as a "significant problem" and the new football authority is seeking powers to investigate clubs in similar circumstances, the newly appointed chairman the official has declared.

In a wide-ranging interview, the regulator, who was recently selected, showed understanding towards supporters of the Owls.

The chairman convened with four supporter groups representing the South Yorkshire club recently.

The Championship side have been facing challenges both on and off the pitch in the current year, with the club failing to pay players on time on several different times, including in September.

"Obviously the club has become a major concern for the league and a substantial concern for English football," Kogan told.

"Sheffield Wednesday is one of the great brands for the English game and recently we have met supporters' organizations.

"We are seeking authority... which will allow us to have the club and similar situations submitted for our review if they need to be investigated and addressed."

Financial Struggles and Leadership Concerns

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be open to selling the club at their home ground, but he has not been able to secure a deal with interested parties.

Delayed salary payments on time in March and May resulted in restrictions being imposed by the football authorities in June, preventing the club from carrying out any recruitment activities for the next three transfer windows, although that restriction was lifted in August.

Authority's Position

The regulator explained: "The position was created for the Owls followers, Bury or any football club where fans are dedicated to a community organization that has represented their community in many cases.

"I completely understand the club's situation, as I do for every team that in modern times have encountered failure, or been close to going to the wall, for factors unrelated to the fans themselves."

Inquired if the oversight body could require an proprietor to divest a club if they are considered unfit, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we assemble the facts and comprehend the circumstances, we will."

But the regulator clarified that compelling proprietors to divest clubs would be treated as a "last resort" and the regulator would prefer to cooperate with proprietors.

"Our least desirable course of action is start getting involved with an particular organization, an individual owner, without having the opportunity to collaborate with that chairman to fix the problems affecting the organization and the proprietor's dealing with," Kogan said.

"But the truth is, when you review the record of the game, over the recent generations there have been particular chairmen, not many, but some who have been irresponsible in the manner they have operated their clubs and ultimately decline to assume obligation for the long-term prospects."

'Errors may undo substantial development'

The chairman convened with representatives from 110 clubs to explain the responsibilities of the authority recently and stated it constituted a "proactive meeting" with a "significant participation" from the lower divisions to the top flight.

"It's a job that's actually really important, because if errors are made, if the sport makes errors, the significant advances achieved necessary will vanish rapidly," the regulator warned.

"And that's what nobody wants in the terms of English football is a major achievement - we must maintain momentum.

"Substantial financial resources entering the sport and has been invested for the last 20 or 25 years, because certainty is lacking it will persist in entering the game, which is one of the reasons why I think we have to adopt a precise perspective on risk and of course, of the coming seasons."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the regulator stated: "I'm absolutely committed to the prosperity and expansion as an economic entity of the elite league.

"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of England. But at the same time, if you engage with division representatives after today's meeting, they would have had a high level of reassurance -and, in fact, they have been advising us privately they have a high level of reassurance."

Partisan Associations

The chairman continues to confront a "full inquiry" by the public appointments commissioner after he revealed he contributed money to the political party in the past.

The official donated money to Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my past party membership [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," Kogan said.

"I currently have no participation in any sort of politics."
